Greater Manchester Hydrogen Strategy 2025-2030 Consultation
Overview
The Greater Manchester Hydrogen and Fuel Cell Strategy 2021-2025 played a key role in the region’s approach to clean energy and ambition to be carbon neutral by 2038, attracting investment, encouraging innovation and providing a pathway for key assets.
Since the previous strategy’s publication there have been advancements in hydrogen technology as well as a change in local, national, and international policy. Notably, in the last year the UK government’s Hydrogen Update to Market (July 2025), and Greater Manchester’s Five-Year Environment Plan 2025-2030, containing reaffirmed ambitions for the use of low carbon hydrogen.
Greater Manchester Combined Authority (GMCA) and Manchester Metropolitan University (MMU) are working in collaboration to produce a refreshed Hydrogen Strategy for 2025-2030. The strategy aims to highlight the activities taking place in the city region, and provide direction to businesses, investors, government, local authorities and academic institutions.
This questionnaire is intended to capture stakeholder expertise, perspectives, and priorities for the future of hydrogen in Greater Manchester. All views will be assessed and taken into consideration in the development of the new strategy, and a consultation response will follow in April 2025.
Participants are expected to read the PDF attached to this survey, which provides a draft of the Strategy developed by GMCA and MMU based on preliminary research and discussions with industry. The questions in the survey correspond to chapters in the Strategy draft and seek input regarding any omissions, oversights, or additional evidence bases. There is also an option to attach supporting documents in the ‘Additional Questions’ section of the survey.
