GM Good Employment Charter

Overview

Launched in July 2019, the Greater Manchester Good Employment Charter is a membership and assessment scheme aimed at elevating employment standards across all sectors and geographies of Greater Manchester. The Charter was developed through a process of co-production with a wide range of stakeholders and partners, and also after two rounds of public consultation.

Since its launch the Charter has engaged with thousands of employers across the city region and has driven up employment standards for tens of thousands of workers. Many of the provisions of the Employment Rights Act 2025 mirror the requirements of Charter Membership and as a result it is now proposed to develop the Charter so that it continues to lead this agenda and set new standards for good employment beyond the basic legal requirements.

This consultation seeks views how the Charter can set standards for Good Employment Culture that moves beyond the basic building blocks and recognises sustained employment excellence throughout an organisation. It is proposed that the existing Charter and structure will remain. Employers will continue to join the Charter as Supporters before moving forward to achieving Membership status. Only then will they be considered for the Good Employment Culture marque.
